Yes, that is true.
WhatsApp not have central server.
But my phone have.
May be, if you push message to my phone server (for my number), and from there is easy way to all my WhatsApp contacts.
I just ask, really don’t know, how this works.

BTW, WhatsApp is social network, with huge publicity.

I have contacted my hosting provider but he told me that this is from plugin side and it is plugin error.

Please tell me what I do.
